Opening Statement


Good evening, ladies and gentlemen and welcome to the public hearing for the SR 0001, Section RC3 Improvement Project. My name is Chuck Davies and I’m the Assistant District Executive for Design for the Pennsylvania Department of Transportation Engineering District 6-0, and I’m serving as the hearing officer representative at tonight’s public hearing for the department.


With me is Michelle Goddard representing the Federal Highway Administration, and Lori Cole from our design consultant team, JMT, who will serve as the moderator for this hearing.


The purpose of this public hearing is for the Pennsylvania Department of Transportation and the Federal Highway Administration to provide an opportunity to review the plans for the proposed SR 0001, Section RC3 Improvement Project and afford the public and agencies an opportunity to formally present their views on the proposed project.


The SR 0001, Section RC3 Improvement Project Environmental Assessment document, or EA, includes a summary of all the engineering and environmental analysis as well as agency and public outreach completed during the preliminary engineering phase of this project. The EA was made available for public review and comment on Wednesday, November 19, 2025, and will remain available for review and comment until 5:00 pm on Friday, January 2, 2026. Locations where the document may be reviewed include Middletown Township, Langhorne Manor and Langhorne Borough offices, the Langhorne Branch of the Bucks County Free Library, the Bucks County Planning Commission office, and the Federal Highway Administration office in Harrisburg and PennDOT District 6-0 office in King of Prussia. The EA can also be viewed on the project website at us1bucks.com


From the standpoint of public notices, notice of this public hearing and availability of the Environmental Assessment was sent to federal, state, and local agencies, local municipalities, local community facilities, Section 106 consulting parties, and state and local representatives.


A block advertisement was run in the Bucks County Herald on November 13, 2025. A follow-up ad was placed in the Bucks County Herald on December 4, 2025. The project website includes the project technical file documents, EA document testimony sign-up, and the ability to comment on the Environmental Assessment via the website.

Public and Private Testimony

The online signup to provide public and private testimony at the December 10, 2025, Public Hearing is now closed. However, you can still signup in person at the hearing to provide comments. Additionally, the public comment form is available on the website to provide written comments. All comments received during the hearing, written or verbal, hold the same weight, as do all comments received throughout the duration of the Public Hearing comment period (November 19, 2025 – January 2, 2026, by 5:00 pm).
